Yes, I agree that is pretty much the case in all states. Except one important exception especially when it comes to drugs: the canine unit.
If you refuse a search request, the cop, who must have been pretty darn suspicious to ask to search your car in the first place is now going to be REALY suspicious. If he has any suspicion at all that drugs are involved he will call out the dogs, so to speak. Courts have upheld that if the dog sniffs around the car and confirms drugs are in it thats as good as the officer seeing something lying around. He now can search the car and anything he finds is admittable evidence.
Trust me I know someone that got busted for like a 1/4 ounce of weed this way. The dog was going nuts around the car after my friend refused a search and the cop said this gave him reason to search the glove box, which he did. It held up in court.
Your car is not like a house (at least as far as the courts have ruled). You have much less rights against unreasonable search and seizure in a vehicle or simply walking on the street than you do in your house. I dont agree with this and in most of Europe, cops pretty much cant ever search you unless your caught in the act of actually doing something. But that is not the case in the U.S.
