Our site is based on members feedback, you can access our site for free but you agree to help with your feedback and to share your experiences with other members via our board or by sending your comments by e-mail or fax.
Our goal is to offer information to lower cost medications and in that context charging for the info would be contradictory.

How can it be free if you charge to become a "VIP Member"?
Our site is free. Everything in our site is free. The lists, the message boards, the info, the ratings, and so on. We offer for free much more that most paid sites. You may have to register but registration is free too.

Why was my post deleted from the message board?
There are several reason why posts get removed or deleted.

1. When a topic gets to be quite large we just review all posts and sort of reduce them to a few lines, we make a summary and place it in our lists. The board is only a small part of the DrugBuyers.com site

2. Many posts are placed in the wrong forum. When this happens we have to either move them or remove them. We choose to remove them when a similar topic already exists in the right forum. Usually we just delete them.

3. Duplicate posts are removed. We only allow one topic for each pharmacy, med, or subject.

4. We remove all post that are not polite.

5. We also try to eliminate all posts that contain offers of any kind. This also applies to massages like "contact me privately for a good source" and other similar requests. Most of those offers are made by crooks trying to find the fool of the day...

Who says it is legal to import any drug for personal use?
This is something the people and companies with a vested interest are trying to make consumers believe. Some pharmacy watch groups advertising "buy anything legally at a fraction of the cost from overseas pharmacies" are just lying to get your membership fee. Foreing pharmacies advertising "prescription free services" are making a criminal offer to get you to order. Many selling pharmacy lists, books on how to buy meds from Mexico (and abroad)  are trying to make the public believe it is legal to order anything  so they can sell you something.
It is true that the laws of most countries provides for the legal importation of pharmaceuticals for personal use but importing drugs is very restricted and in most case against the law...

We can not provide a simple answer to this as we cover many countries but it is not legal to order, or import, controlled substances in any country without special permits and it is not legal in any country to buy prescription drugs without a prescription.

Is it legal to offer / order prescription meds without a prescription?
No. If they are prescription drugs they require a prescription  in USA, Germany, Spain, Canada, France and everywhere else.
That said the same medication can be over the counter in some countries and require prescription in others.
Some countries do not enforce prescription drug laws and in many countries most prescription drugs, except narcotics, are available without prescription.
Do not believe anyone telling you a controlled substance in one country can be an over the counter substance in another. The controlled substance laws are basically the same in all countries.

What are Controlled Substances?

Most drugs that require a prescription from a doctor are not controlled substances. The Controlled Substances Act and its implementing regulations, however, assign certain substances to one of five "schedules." These substances are placed in a schedule based on their potential for abuse, which may lead to physical or psychological dependency. Schedule I substances have no accepted medical use for treatment in the United States and are not available by prescription. Schedule II through V substances have accepted medical use and varying potentials for abuse and dependency. Practitioners (e.g., doctors, dentists, veterinarians, physician assistants, advance practice nurses) who are licensed by a State and registered with DEA may prescribe these substances. Controlled substances include narcotics (pain relievers), stimulants, depressants, hallucinogens, and anabolic steroids. A complete list of controlled substances can be found in Title 21 of the Code of Federal Regulations (CFR) part 1308. Examples of controlled substances are shown below.

What are the Basic Requirements for Prescribing, Dispensing, and Importing Controlled Substances?

Only practitioners acting in the usual course of their professional practice may prescribe controlled substances. These practitioners must be registered with DEA and licensed to prescribe controlled substances by the State(s) in which they operate. Pharmacies filling prescriptions for controlled substances must also be registered with DEA and licensed to dispense controlled substances by the State(s) in which they operate. A prescription not issued in the usual course of professional practice or not for legitimate and authorized research is not considered valid. Both the practitioner and the pharmacy have a responsibility to ensure that only legitimate prescriptions are written and filled.

Pharmacists must receive written and manually signed prescriptions for Schedule II substances. They may receive oral or faxed prescriptions for Schedules III-V substances provided they confirm the legitimacy of the prescription and the practitioner. Prescriptions for Schedule II substances may not be refilled. Prescriptions for Schedules III-V controlled substances may be refilled five times, but no prescription may be filled or refilled more than six months after the date on which the prescription was issued. Only those people who are registered with DEA as importers and who are in compliance with DEA requirements may have controlled substances shipped into the customs territory or jurisdiction of the U.S. from a foreign country.

DEA regulations covering prescriptions can be found in Title 21 of the Code of Federal Regulations, part 1306; rules on importation are found in 21 CFR 1312.

Are Internet Pharmacy Sites Legitimate?

Many Internet pharmacy sites are legitimate. These Internet pharmacy sites may vary in the services they provide, but they may fill a prescription for a controlled substance which was issued to you by an authorized practitioner for a legitimate medical purpose. They should confirm the legitimacy of the prescription for a Schedule III-V controlled substance before filling it by contacting the prescriber. They are not authorized to fill a prescription for a Schedule II controlled substance unless they have first received the original signed prescription.

Some Internet sites for pharmacies advertise local pharmacies and usually list the name, address, and telephone number of the local pharmacy closest to you. Many of these sites provide a great deal of information concerning specific diseases or medical conditions, and drug information. Many Internet sites operated by local pharmacies or mail order pharmacies serve as a communication link so that you can request refills of prescriptions, check the status of your prescription, or ask the pharmacist a question. These are appropriate uses of the Internet by pharmacies.

Some sites simply provide information about specific drugs and medical conditions. After obtaining some general information from you, this type of "Internet Pharmacy" will refer you to a specific local pharmacy or a mail order pharmacy to have the prescription that you obtained from your physician filled. These are appropriate uses of the Internet by pharmacies.

Are There Internet Pharmacy Sites That are Not Legitimate?

Some Internet pharmacy sites do not require that you have a prescription from your doctor. These "Internet Pharmacies" require the customer to complete a medical questionnaire. This type of site advises that the information will be reviewed by a doctor, and the drug will be prescribed and sent to you, if appropriate. The medical questionnaire often has most of the questions set so that if the default answers are not changed, the questions are answered in an appropriate manner to obtain the desired drug. Questionnaire sites often require that the customer waive certain rights. This type of pharmacy usually does not name the doctor who will be reviewing the medical questionnaire or provide any information about the qualifications of the doctor. These sites operate in a manner that is not consistent with state laws regarding standards of medical practice and may be engaging in illegal sales of controlled substances (see discussion above).

Some Internet Pharmacy sites are operating in a foreign country and often do not require any prescription before sending controlled substances to you. These sites often advise that there have been changes to the U.S. law that authorize the customer to import a controlled substance into the United States without benefit of a prescription. These types of sites may be engaging in illegal sales of controlled substances

Is it Legal to Buy Controlled Substances From Foreign Internet Sites and Have Them Shipped to the U.S.?

No, having controlled substances shipped to the U.S. is illegal unless you are registered with DEA as an importer and you are in compliance with 21 U.S.C. 952, 953, and 954 and 21 CFR part 1312. Some foreign Internet sites claim they can legally sell these controlled substances; other sites, knowing that such shipments are illegal, advise consumers of ways to avoid having the packages seized by U.S. Customs. The Controlled Substances Act prohibits any person from importing into the customs territory of the U.S. any controlled
substance or List I chemical (21 U.S.C. 971 and 21 CFR part 1313) unless that person maintains a valid, current authorization to import such substances or chemicals (21 U.S.C. 957(a)). DEA regulations further state:

"No person shall import or cause to be imported any controlled substance * * * unless and until such person is properly registered under the Act (or exempt from registration) and the Administrator has issued him a permit to do so pursuant to Sec. 1312.13. * * *" (21 CFR 1312.11(a))

Illegal importation of controlled substances is a felony that may result in imprisonment and fines (21 U.S.C. 960).

The CSA Provides a Personal Use Exemption for Controlled Substances Purchased Abroad. Does the Exemption Apply to Controlled Substances Bought from a Foreign Internet Site?

The Controlled Substances Act and DEA regulations allow you a personal use exemption to bring a limited quantity of controlled substances into the U.S. for your use only when you bring the controlled substances across the U.S. border in your possession (21 U.S.C. 956, 21 CFR 1301.26). It does not apply to controlled substances being shipped into the U.S. Purchasing controlled substances on the Internet and having them shipped to you in the U.S. is not permitted by the personal use exemption. Such purchases and shipments would be considered "imports" of the controlled substance even if the substance is for your personal use. Unless you are registered as an importer and in compliance with the requirements, such shipments are illegal and subject to seizure.

Does it Make a Difference if I Have a Prescription from a U.S. Doctor for Controlled Substances That I Buy From a Foreign Internet Site?

No, the law remains the same. Unless you are registered with DEA as an importer and are in compliance with DEA's requirements, you may not have controlled substances shipped to you in the U.S. from another country.

What can happen if I order prescription drugs without a prescription from a foreign pharmacy?
We do not advice on this matters, there are to many factors to consider. In most cases not even custom officers know what to do...
What can happens depends on too many things, (your country, product, quantity, etc).
In principle you are subjected to the same laws, and regulations, as if you were ordering from a local pharmacy plus customs. Most of the times meds will go through customs undetected

USA. We do not receive many letters like this but they do arrive from time to time.

How come some foreign sites can offer prescription drugs without prescription?
In principle they should not but is is standard practice in most countries for pharmacies not to require prescriptions for most meds except narcotics. The medication boxes may read "to be sold solely under prescription" but this is not enforced. They just extend the practice to the internet. There are very few countries that enforce prescription drug laws: USA, Germany, and all Scandinavian countries do.

Can I get in trouble if I order prescription drugs from foreign pharmacies?
This question is to general but the answer is yes. It depend on what you order, and where you leave.
Many people have been charged and convicted for importing pharmaceuticals like anabolics.

My order has been seized by Customs. Is this legal?
Of course it is. Do not believe all you read about your right to import for personal use. In most countries your rights to import pharmaceuticals are very limited at this time. If someone is doing things as the law says that is the customs office.

Do not order from foreign sources.
There is no way to avoid the risk of seizures, but the risk can be reduced by placing small orders from a pharmacy that knows what they are doing...

What Happens Next? Due Process: All seizures, forfeitures, mitigation, and property dispositions are strictly governed by laws designed to afford the greatest possible due process.

Seizure Notice: The importer is provided with a "Notice of Seizure," listing the items seized, the law(s) violated, the violator's options (rights and time to petition, elect judicial or administrative processing, etc.) and the Customs contact location and telephone number. The seizing officers also look for information on other possible claimants to the property. Customs sends identical seizures notices to all other known persons with a valid interest in the property, who have the same rights as the violator."

I just recieved a seizure notice from customs , I am terrified,what will happen to me?
In a perfect world you should have known the risks before placing the order...
There is no simple answer to this as it depends on the products seized, the quantity, and many other factors. In principle if your order was small, and for personal use, you should not worry too much.  The letter will usually include your options.
A larger order of controlled substances (not for personal use) is a very serious offense and you can end in jail if prosecuted and proven guilty.

My order has been returned to sender by Customs. What happens now?
This ususall y happens when your order is delivered by FedEx, DHL, or similar and is not allowed into a country. What happens is between you an the seller, but if you are like most buyers you probably agreed to bear all the risks. To get a refund, or a new delivery, your order most likely has to reach the sender, and this is not so easy as it has to go through customs again in the country of origin.
Did the seller use a false return address?
In our opinion if this happens you have a very good chance of loosing your meds and you money.

How can I avoid being ripped off?
Order only from well known sources.
Visit our Black List before ordering from anyone.
Do not order from sources that are not in our lists and even then do not order from sources that are not getting good feedback on the boards. If there is not feedback do not order.
There are a lot of crooks out there making a living out of selling meds they never deliver.
Do not send cash or Western Union payments
Pay only by credit card because you can always reverse a fraudulent charge.
 

How can I detect fraud before falling victim to it?
Crooks are very smart people, and they work hard, they make nice web sites, make good offers, have good customer service, and will do all they can to trick you.
Use your common sense, read our sources page, visit or message board.

How do crooks operate?
Anyway they can.
The ideal victim is one that pays cash and makes a large order. Crooks know that new customers / victims are reluctant to place large initial orders and for that reason they will trick you into placing a small order which they will  deliver... then when you are confident and send the large order they take your money and try to convince you that your order got lost, seized, or anything else, when you and others find out they arte crooks they close shop and open another with a new name...
This is the main reason why so many online, or foreign pharmacies close. It is not the DEA or the government, they just need a new identity to keep on doing what they do...

We can try. But if they are real crooks, and you paid cash, there is not much we, or anyone else, can do. We can help you with information so you do not get ripped off again and the information you share with us can help others not to get ripped off.

All we know is in our site. We do not provide answers to this kind of question by e-mail.

This is not easy and there is no way to find out for sure before you order.
A site may have been reliable in the past and a disaster tomorrow.
Our whole site is dedicated to this effort. Use member feedback, and learn from what happened to others.
