Don't quote me on this but if I'm remembering correctly I did read somewhere that the states that had monitoring programs in their states were hooked up to the other states that had monitoring programs so if you live in a state that has such a program and your script of hydro came from a state that had such a program then you could easily be found out. Now mind you not all states have this but the government is pushing for everyone to come aboard. A lot of states don't want to because of the cost but Florida for instance (and this was at the time I was reading about this months ago) did not have such a monitoring program but were very interested in getting one set up. You can google and find all the states that have such a program and that might just answer your ? as to how this all came about. I just wonder why your doc took it upon himself to check you out. FWIW
