I did some of my own research and there are state regulated databases called "Presciption Drug Monitoring Programs" that do monitor every controlled prescription. Prescription Drug Monitoring
page 8 gives a map of the states that have a PDMP.
Also, These programs were designed to help "Doctor Shoppers" not prosecute them.
