No it doesn't, according to my research. It's the same as the Vicks nasal inhaler, which contains Levmethamphetamine, a deactivated isomer of amphetamine. It'll give you the sweats, dry mouth, nausea, and lots of agitation, but it has little or none of CNS stimulant properties of true amphetamine speed. Vicks inhalers have always been like this as far as I know. No change in formula.
Only the Benzedrex Inhaler which has Propylhexedrine can come close to a speed buzz, but with some pretty dangerous side effects (see my rather lengthy post above).
