I wouldn't put to much emphasis on a councilwoman's remarks to the press. Most politicians will take any opportunity to make a popular statement before they have the facts. Politician's generally have as much knowledge of police procedures as newspaper reporters (little if any). One of the exposures a police officer faces is civil prosecution after they have been cleared of criminal wrongdoing.
We still don't have any more facts than we did with the 1st report so I wouldn't jump to a conclusion yet. Shooting someone through a windshield is rarely successful the angle and thickness of the glass usually distort the trajectory of the bullet making this a poor choice for a shot. The chest cavity is any area below the collarbone to the waist, so I could see a chest shot being made through a side window from the front of the vehicle at an angle. The officer did not need to be laying on the ground he could have recovered from his fall or kneeling and made the shot. Camaro's are low to the ground. If there is a tape and it shows the incident it would be very useful in determining wether proper procedures were used. Again in most shootings involving police the police department does it's own internal review and the Prosecutor's office or DA will present the facts to a grand jury for the final say.
