Most gun injuries/fatalities are cause by nominally sane people. So in my opinion that is the problem. I believe only the certifiable insane should own/carry guns since statistically they injure far fewer people! and shooting at invisible people rarely causes injuries.

But on the med record issue, there is a patients privacy act in california. LE/FEDS/DRS can view med records WITH A COURT ORDER. I would be more concerned about insurance records - since the company owns them and they are not covered by DR/patient confidentiality
