Think about it, would you want your doctor's office to give out your personal medical information over the phone to someone they've never met and who was not given your expressed written consent? I needed MY medical records from my doctor to fax them to YOD for my consult and they wouldn't give them to me, IN PERSON, I had to fill out a release form, signed, so they could mail the records to me.
No one is going to give away your medical records without your written consent.
