I agree that needles should be distributed free of charge, but the should have a serial number on them. When you get as many free needles as you want, the serial numbers are registered to you. Then we put out used needle drop off points all over. We could even have plastic jars that have prepaid postage so that when done they could be dropped in the mail (just throwing out ideas here folks). The bottom line on this is that the only crime should be if you leave a use needle lying around.
If you leave it lying around your neighborhood, you just get a ticket, but if you leave it at a playground as often happens, you get automatic prison time. If your responsible and drop them off where you're supposed to then you get a lifetime of free needles to shoot the poison of your choice. (no judgement intended) The fact of the matter is that it is cheaper that way for society too. If we allow people to shoot heroin, meth, coke, etc then they will die much faster than you're average user due to infections and OD. I AM NOT TRYING TO BE MEAN, JUST TRUTHFUL. If it makes people happy and doesn't hurt others then why the heck not. I firmly believe in John Stuart Mills "harm to others" theory. If handled in the right manner than all drug use could be reduced to a manner in which it affected only the user. If that is the case than why spend trillions of dollars fighting it? If someone wants to "feel good" for twenty years via drugs and die at the age of thirty, let them.
I have known plenty of people who have lived to be ninety and were miserable almost everyday of their life...
More opinion here than fact, for that I appologize. Although several studies do support the free needle programs as being huge cost savers...
