Don't know about the other states but I can give you a little info about Iowa.

Schedule II stuff:

Single script from Doctor, no triplicates. Script must be hand written and signed. If a PA gives it to you it must have the doctors signature (rubber stamp or actual) countersigned on the script.

No refills whatsoever on the script. Most doctors here routinely write a big "0" or no in that refill box.

Script cannot be called in or faxed to the pharmacy. Patient, patient's spouse, guardian or care giver must present it to the pharmacy in person. The only exception to this rule is for hospitals working with thier own in house pharmacy.

Pharmacy must keep the schedule II stuff isolated and secure. At most places pharmacy tech's fill the routine stuff. If it's a schedule II item the pharmcist on duty takes care of it personally (probably because they are the only one's who have the keys to the cabinets).

Not sure what the maximum amount of pills are that can be prescribed but for some reason the number 90 seems to ring a bell.

Sometimes the pharmacy will call the doctors office to verify the order. My neighbor is a pharmacist and he says that his company has a program that will give out a random alert notice to verify schedule II scripts as a safeguard.

Pharmacies around here (24 hour ones and there are only 4 of them) will always call on schedule II and some III stuff if you present it after 9:00pm in the evening or on weekends. It's common knowledge that most doctors offices and clinics are closed during those times. It sends up a major red flag to the pharmacy staff! The only exception would be if the script was on hospital letterhead. They know all the ER docs and hospitals and most ER's will ask where you are getting it filled at after hours and shoot a fax over to the pharmacy telling them you are on the way.

Other than that there's no real sense of adding more procedures or rules around here, it all seems to work fairly well.
