Well, I don't know about your university, but I went to a small, puritanical, Mid-Western private college. There, the answer was a resounding YES! All mail came through dorm mail rooms and I had several packages opened before I received them. Someone in the freshman dorms there got busted when his friend mailed him a small amount of grass.
I would definitely use extra caution if I were you, especially if your mail comes through a mail room. I would suggest, if you have a few extra bucks, to get a mail box at one of those places that has a street address instead of a P.O. box number. Preferably under a pseudonym (using one pseudonym is legal as long as you don't intend to commit fraud), but I don't know if you have to provide ID or not. Pick up the phone and ask what you have to do to get one.

First Class, Priority, and Express Mail can't be opened without a search warrant. It's a felony for a private party to read someone else's mail or open their packages when done knowingly and willingly. Parents, however, can open mail addressed to minor children living at home.
