NorcoWorldWide (NWW) will do the first fill before records are required. I believe ExpressReliefSvcs will to. However, I've used neither so I'd check the feedback threads on each OP. I almost used ERS, spoke w/ doc (female) and all, but they were just opening up--during the hurricanes and were conducting consults/business w/ barely any electricity and faxes were down. They do offer COD. I ended up not using them b/c the special they had at the time did not apply to 10/325's. Anyway, I have records and usually use YOD.
You can always set up a consult (use a COD place) first and tell them your records are being processed, or YOU'RE in the process of getting them. Some of the records-OP's may let you slide on the initial fill but will demand them for refills...I've heard of this on the VIP side...
I can't remember the OP I used a LONG time ago that I got the first fill from but required records...I think it was GetRxOnline (now closed).
