I brought mine from CVS and had to go through the phone activation process. The site you listed is the site my card is through. The "TRUTH" Card. All I got from CVS on initial purchase was a receipt and when I reload the card at the local convenience store is a receipt with a # to call, so first time for activation and then reloads after that are automated.
