Plotinus is correct. Rohypnol went through clinical trials in the U.S. and was found to be safe and effective. After the "date rate" hoopla, the approval was rescinded administratively by the FDA and Roche was told that they could not market it in the U.S. and Customs was told (by FDA) to ban its importation (just like they did for absinthe and methaqualone).
More recently, its possession and distribution were awarded very severe federal penalties ... they are treated more harshly under the law than is the case for the C-I drugs heroin, LSD, and MDMA. Make sense? Naahhh.
For distribution of any amount, i think the mandatory sentence is harsher than what most first offenders get for murder.
