I doubt any of that is true. But a researcher could find out for sure by going through the FY Appropriations Bills for the Customs Dept. at Treasury for the previous years. The Customs budget is not secret. Customs also *always* publicizes it whenever they implement new technology. They have no such "secret weapon," or it would have been mentioned in the recent House debate and committee transcript of the debate about the new drug importation law passed by the House a few days ago. Any new use of technology that would have to use pattern recognition and fuzzy logic would be announced ... and it would probably be based on the scanner/sorters used by USPS to print your ZIP code in a bar code on the envelope and route the mail.
Go search the Congressional Register ... in vain. This "pill patrol" machine is just science fiction. They do the inspections by hand (based on where the mail comes from, not where it's going to) ... and they don't have time to look up every address in a database ... too many ways around it by using variations on names, address format, etc.
Customs is responsible to Homeland Security now, personal quantities of pills are not a threat to the nation. In fact, a majority of the House said that (certain) people should be able to import prescription drugs by mail from the entire EU as well as from South Africa. If that bill is finally made law, there will be such a flood of pills that Customs will just give up entirely and look for more dangerous items. (One agent could easily spend a whole day trying to find out if the addressee is a Medicaid recipient and has a valid prescription.)
