The Privacy act does not, I REPEAT does not apply to federal agencies dealing with foreign countries. Also, if this is a federal gov. calling, they have an automatice trace that cannot be avoided. the block call routine does not work for them. I can't imagine who would be doing this, but take it from someone who has been through this several times with the feds, our gov. will not spend time and money calling people trying to get dirt on op's.
You did the smart thing by having amnesia, but stay smart, and don't do another thing. This will go away.
