I think the problem doesn't lie with Josephs valium but with the temperature changes it encounters while in transit, not to mention different seasons in different countries also adds to it. Valium is very susceptible to be affected by big drops in hot/cold weather. I'm sure googling this will result in a much more scientific answer than I just gave though!
I know I bought some valium made in Karachi Pakistan and it was definitely weaker than Josephs, however the Australian ones which I was prescribed here in Sydney are about the same strength as Josephs, although they only make 5mg in this country and usually give you a generic called Valpam. Its made to extremely strict regulation though.
