This is pretty screwed up! How in the heck are they going to be able to thumb thru each and every transaction to see if it was done thru the correct order or not?
I think it's a real bad move on Pay Pal part. I see their customers now going to be in fear of using their system anymore, in fear of being fined the $500, just making sure that they don't have to deal with the rigamaroo of their transaction.
It's just going to bring more business to those pre-paid cards, or people will just use their other credit cards for their transactions.
They will lose the good with the bad on this one.
As many prescription transactions that are done over the internet, daily, people are going to be in fear of fines. Even if it's not done thru an OP. People are going to say, "Well just to be safe, I'll use my other card"
Even if all the CC companies decide to use this system, the OP's will just put everything into COD.
The only thing that would hurt, is if something like this would take effect in the FedEx or UPS system, that's when it would really hurt!
