You can check the reg's yourself on DB, but here is a summary of my opinion of them. No you can't ship them, it constitutes a felony. Siezure letters are common for CIII-V, but C-II is different. You RARELY, if ever, hear about an arrest for III-V , unless your talking serious quantity. C-II is a coin toss. If they agent is board, in a bad mood, or is suspicious then you could be looking at 10 years in federal prison.
Many times I have read about how US Customs doesn't inspect every piece of mail because there are too many and that is sort of true, but.... One word covers it "Profiling."
Consider this for a minute; If 30% of incoming mail are obviously flat letters, you don't have to inspect those. Now suppose that 20% are from governments, major corporations, or US government contractors. Now suppose that 40% are large (ie 4'X 4' boxs, these are eliminated because dogs can quickly check them). That eliminates 90% of all mail. For the remaining 10% we can apply the following rules: We know the approximate size and shape of the type of package that people try to ship pharms in. We also know what countries are suspects; Mexico, Canada, Thialand, New Zealand, etc. You can narrow your search to just about 1-5% of all the US mail coming in.
Not saying this is in anyway accurate, but it is possible and Customs DEFINITELY profiles people and packages...
