There is an agreement with the Mexican govt that they will not sell C-II or C-III within 70 miles(might be a bit more, I don't recall) of the US border. The only legal place to get those items close to the border is in a hospital or clinic. The DEA, in their infinite wisdom, decided this would prevent the Gringos, us, from going down there to buy it. The only problem is that CP or injured persons in Mexico can't get decent pain meds if they live close to the U.S.
And we complain about OUR lack of treatment! Imagine if there was no such thing in your state as hydro, oxy, or dilaudid...
Bottom line, if you want C-II or III you have to go much farther south, make SURE you have a Mexican script for it, and don't plan on bringing it back without a U.S. script and a TON of explaining/hassles.
