Im sorry but I believe they do x-ray or in some way inspect state to state parcels. I ship alot to a sister In Texas, never a problem. I shipped her a hand made wind chime(s), that could have looked alot like several pipe bombs on a scan. Anyway, sis got the parcel, but it was rewraped, and she said they only thing out of its wrapper, or rewarped paper were the wind chimes, that were originally packed in the center of the box.
