It's not a matter of "losing the war," it's a matter of having already lost it.
If they have won by 10%, they have still lost by 90%.
And these "figures" - ecstasy use down 54%? Where did that come from? Pot down 11%? I don't see why half of all ecstasy users would suddenly stop. I hope they're not attributing it to the idiotic D.A.R.E program or those "the anti-drug" ads- I have a feeling people who already were using ecstasy wouldn't stop just from seeing an ad they already saw in a different format 10 years ago. Today's 20-year-olds went through the D.A.R.E program- half of them deciding completely out of the blue- and realizing how great our government is and what a great parent figure the DEA is- to stop doesn't make sense to me.
And aside from all that- the first part of the article in this post was just talking about how prescription drug abuse is such a huge problem. Now suddenly the DEA is winning the drug war? If drug abusers have cut down on heroin but started using OxyContin, that is hardly a "win" for them.
