In America, Demerol and oxycodone are Schedule II's. I imagine it is the same in Britain with different nomenclature. I dunno if you know this: a drug is scheduled according to its abuse potential- CI has no medical use (LSD, ecstasy, heroin- even though I know in Britain heroin is a prescription drug), CII is like oxycodone/morphine/amphetamines, CIII is hydro/codeine/steroids, CIV has benzos, and CV is in some states a scheduling that allows you to sign for it without a prescription (small amounts of codeine cough syrup, for example).

CII's cannot have refills and can't be ordered online, that's not true of CIII and CIV- so while you can buy hydro and codeine online, a place selling CII's has to operate outside the law (email sources and some IOP's).
