You cannot legally bring in any controlled drug in any quantity from a foreign country. The "personal limit" rule does not apply to any controlled substance--even with a prescription.

This is totally false. International treaty gives air travelers the right to bring any medicine (controlled substance or not) prescribed for them or any animal accompanying them.

The only prescription drug that Customs absolutely won't allow into the U.S. is Rohypnol. Heroin probably wouldn't be allowed in either, because it's C-I; even though heroin is prescribed for the terminally ill in a few EU countries.

See U.S. Customs (ICE) web site for the rules. Better yet, just call Customs at the airport your husband flies into and explain the situation and ask for their rules and make a note of the person who gives you the information. FDA/HHS has nothing to do with it. Because it's an international treaty, it falls under the State Department's jurisdiction. But each Customs office can interpret the rules differently. It used to be the lesser of 90 days or the duration of their stay in the U.S. Now it's more complicated ... and Customs has huge discretion, plus they can always seize controlled substances if they believe it's not for personal use.
