The name at the end (whether it's sulfate, phosphate, hydrochloride, bitartrate, whatever) describes the type of salt. When codeine is codeine sulfate or codeine phosphate, it exists as the sulfate or phosphate salt of codeine.
"Codeine" just by itself would mean codeine base to a chemist, though for most people it just refers to some form of codeine.
A salt is the reaction of an acid and a base.
Codeine phosphate is what's more popular in America, it's the kind that's in tylenol w/ codeine. It considered by most people to be slightly stronger than codeine sulfate when taken orally.
