Yes, it is true that conspiracy is simply an agreement between two or more people to commit certain illegal acts.

When a group of people get busted for conspiracy, the Feds *usually* have a ton of evidence proving the conspiracy. This includes physical surveillance, going through your every record, pen register and trap-n-trace device, wiretaps and whatever else they dig up.
