There was a fuss a few years ago when Mexico wasn't allowing U.S. DEA agents to carry guns when they're in Mexico. Big Brother fixed that. But U.S. law enforcement or military generally can't have handguns with them in Mexico unless they're either working with Mexican law enforcement or if they're guarding an embassy or other U.S. interest. Only an American sworn peace officer (civilian or military) can carry a concealed handgun in all U.S. territory without having a local permit. A concealed carry permit for anyone else is only good in the locale that issued it. Read the fine print on your permit rules.
Can you take it to Mexico? Sure. But make sure you don't use it or let anyone see it there ... including U.S. Customs when you come back. If they're in a bad mood over your pill shopping they can send you back to their buddies across the bridge who will be glad to take care of you.
You simply can't legally use an illegal gun there. Even if it's a self-defense situation that would let you walk in Texas, you'll go to prison in Mexico. Getting busted for buying PKs at a farmacia w/o a scrip ... well, anyone with smarts and some cash should be able to bribe their way out of it. Not so with a drug seeker carrying an illegal concealed handgun in Mexico.
