First thing you need to do is see if Tramadol is scheduled in your state. I am not aware of it being scheduled in any state but I would check. It is however a prescription medication and you could be charged with possession of medication without a prescription. Again it depends on your state laws. On the Federal side of the issue, you can not legally import by mail any medication that is already made in the US. Even if it were an FDA approved medication chances are the facility that made the medications are not under control of the FDA and they can not endorse the medication as being safe or even real. You can really only walk across a boarder and declare the meds, mailing is 100 percent illegal. Now if it were a narcotic which it isn't you could only bring 50 dosage units and again would have to declare it at Customs when entering the country. Even then seizures happen or in that case the medications could be confiscated it is up to the agent in charge at the point of entry. Your problem could start because of the country of origin and a nosey postal worker assuming it got past Custom's. I seriously doubt there would be a controlled delivery for Tramadol unless you ordered a quantity that could be misconstrued as if you were going to resell them.
Take care. Billylll
