There is no real precedent, so it is hard to say what might happen if your friend got into this. I myself don't think it would fly because of the CII stigma, and often doctors can get their licensed revoked unfarily, but this is really a question that needs to be answered by whatever lawyer is working with the new OP.
Another issue is how refills would work. Since CII's can't be refilled, would we be expected to pay $120 for a new consult every time we wanted another bottle? Would we be getting 90 10 mg Percocet (please)?
Anyway, best of luck, and if you do get this off the ground, please let me know, you'll make a fortune and will have so many customers they will probably bid on consultations.
