the answer is yes they can
my mother's doc will call vicodin in for her when her RA is really, really painful.
Doc's also call in hydro cough syrup. That said, there are some pharms that will not work that way and will not *honor* the prescription. You know those judgmental, busy body -type pharmacists who do not bat an eye dispensing drugs with very, very serious side effects, but God forbid someone needs a drug that just so happens to make some folks feel good.
And we certainly don't want people feelilng good!
