Keep in mind we're coming up on an election year and everybody wants to look tough. Bush & Ashcroft in particular have very strong WOD mentality. Given some of his public statements, I think Ashcroft in particular may be somewhat sadistic and feel that CPer's are somehow malingerers, who should suffer.
I've been predicting for a year that the domestic OP's were going to be regulated out of existence. Too much money from other states going to south Florida. Rush's publicity has just elevated OP political visibility significantly - even if he didn't get his oxy and hydro from OP's.
Supplies come and go on the street -- Junkies are usually in a constant state of reduction cure i.e. taking holidays. This probably won't change much - may actually improve depending on how far Canada goes with its reforms.
Orders from IOP's will need to remain small (60-90), so packaging can be discrete (and you can afford the loss). Many IOP's discretion is very sophisticated already. Bulky or rattling packages will get stopped more often. There may be more random checks of incoming packages, even discrete ones, so expect higher rate of losses. My estimate has always been that I don't get 25%-30% of orders placed with IOP's - I've never gotten a love letter. Yes, there may be some showcase prosecutions of some of us placing orders to grab headlines and try to scare people, who order from IOP's.
All of the above will increase the attractivenes of "hybrid-OP's" - who can handle orders and payment transactions outside the US, but ship from inside the US. I would expect larger more, sophisticated organizations, already skilled at importing Schedule I products to get involved in importing & marketing Schedule II-IV pharmaceuticals, probably in a hybrid fashion.
Even the drug warriors admit they probably don't stop more than 10% of the heroin, cocaine and marijuana entering the country. I don't believe they are going to do any better with pharmaceuticals. Counterfiting and questionable quality will be problems -- just think of all the postings about Indian Xanax and Valium being weak
