Somewhwere I have read that they(USPS) are trying to bar-code all mail incoming to the US and sent from within the US. So one day this would be possible to flag anyone put into the comptuter, but for now I believe these red flag lists are an urban legend. I went a longggg time before my first seizure, but it dosnt seem to be stopping any other parcels.
