In other words the FDA is telling us that the U.S.'s closed system is supposed to benefit us? Yeah, okay.
In any case, as "closed" as it may be, where no meds from outside of the U.S. is supposed to be allowed in (FDA rules stipulate that it is illegal to have ANY med imported by mail in any quantity, regardless of whether or not it is controlled), hundreds of us (myself included) order from IOP's and, I personally have never had a seizure.
Much like the rules surrounding speed limits (yet millions speed), rules surrounding importation of Cuban cigars (I was offered one last night at a party), or rules against use of schedule I drugs, yet our "closed" system has the highest rate of illegal drug use in the world.
So it works so well....
Point being, good information in the link, but take it with a grain of salt and understand where it came from and the message they want people to get (don't order from IOP's, for one, our "closed" prescription system is "saving lives" and we should learn to love it (okay, so that's a bit sarcastic bit you get the point), for two.
We can work to change it but more importantly, as most of don't do 55 in a 65, there are ways around it. Take it for what it is; government retoric.
Also, for what it is worth, there are also FDA and custom's "guidelines" (intended for internal use only, but you can get to them online with a little work (and help from my friend at customs!)) that say that the amount and type of medication being imported should be considered when deciding to seize.
The "guidelines" go on to stress this is not intented to replace existing laws and are not rules, etc., etc., but the ultimate message was, unless you're talking schedule I, it is okay for agents to let quantities clearly for personal use and for no more than three months there of, "pass" and concentrate more on the "bigger fish." They don't have to of course, and if your order was for 300 Oxy, assumming you could find them, you're chances of seizure (depending on packaging) goes way up just because it's Oxy. Morphine would attract less attention, sadly.
As a final note, I have had meds opened and inspected by customs (with the green sticker) and then mailed on to me. Kind of violates the "closed system," doesn't it.
