Basically, what it comes down to is this- OPs that require med records, phone consult & Physical Exam (recent from your own PCP, or Portamed), are legal. The OPs that do not require these things are not. An online questionnaire ONLY is not deemed sufficient.
Please, someone correct me if I am wrong here, but I'm pretty sure this is the deal.

Also, it is illegal to ship anything considered a "controlled substance" across the US border, regardless of whether you have a rx or not.
That doesn't necessarily mean that all IOP's are illegal and US OPs are legal though. It's just riskier business when you have meds crossing the border.
