You won't find Norco (or any hydro product) at an overseas OP. It's only manufactured in the US.

Anytime you see an offer of hydro from an IOP, that's a sure sign it's a scam.

The exception is Mexican OPs. Occasionally, you'll run across one that sells hydro but the cost will be prohibitive. They buy it at already inflated prices from someone in the US and then turn around and raise their prices in order to make a profit.
