I just had experience with same addy 2 different people(my hubby and me)just yesterday! Tropical's online order form would NOT let it go through. It stated he appeared to be a returning customer, I am the established customer. So he had me call Tropicalrx for advice. The C.S. was very helpful. She said that to make it go through the site that there HAD to be differences in the shipping addy. ie. If person #1 has it down that they live on 123 Jones St. than #2 has to change it to read 123 Jones STREET. Also the phone numbers have to be different as do the e-mail addys and passwords. So the hubby used his cell number and used his junk hotmail e-addy. So after making those changes all went in right away and was approved and shipped out and received within 26 hrs! So the minor changes to the shipping address and a different phone number are all that are required to make it acceptable for them. BTW hubby and I are both on Norco same strength and that was NOT a problem. Hope this helps. 
As to the DEA biz... My job is directly affected by all the 'cute' head games they like to play. I have been in the support side of the medical profession for 22 years. So unless your hospital/office records are incomplete/missing or looking like your a giving Costco a run for their money in volume sales not much ever happens to the docs. And I have work for a few MD's that were what we in the "biz" call "writers", no CII's but HUGE amounts of scripts for Vico, Norco, T2-3-4's for things as minor as headaches with no gov'nt interference. It would be a rare to never thing that they would come after a single non-medical person using an OP, double dipping or not. At least this has been my experience in plastic surgery capital of the US(California). Hope this puts a mind or 2 at rest!
