That makes me mad: they are playing with power that they DO NOT HAVE. I would suggest that you phone your state medical board. Do not waste your time with the local doctor's clubs: they exist to protect each other. The medical board will investiate the actions of your PCP or specialist and demand that they release your records or else. The medical board will send you a form to fill out and once they get it, they will begin the investigation. They will get results because they are the power that can put a doc on probation or revoke his/her license. The latter rarely occurs but I have seen guys put on probation because of my complaining.
