It probably depends on your UPS hub. I work out of town and I know what time the Overnight packages are delivered to the UPS office in my town. They have no problem with me showing up between 9 & 9:30 and asking for it. My UPS driver says it's fine with him. That way he doesn't have to make a trip to my house. I live in a small town too, so, that probably has something to do with it. I also know what area of town he's going to be in late morning, and if I don't get to the UPS place at 9, I can track him down later that morning and get my package. He knows that I'm not usually able to be home. Like I said, I'm sure this is because I live in a small town. Sure makes it nice for me though, especially if I'm in desperate need of my meds. And, I can pay for Next Day Air Saver and still get my package in the morning. Where I live, Next Day Air means by the end of the business day too. As for someone else picking it up, that probably depends on where you live too.
