The person was breaking the law. Assuming that is correct and that her actions supported the officers' judgement to stop here, then the officer was just doing his job.
Except that the Police have very strict guidelines about when it is ok to pull their weapon, must less shoot someone. Deadly force is not allowed to be used lightly.
