It doesnt say whether she intended to hit the officer... To me, it implies that she hit him accidentally. I mustn't have been paying attention when punishment for a traffic offence got changed to close range gutshot wound to the chest.

Whether she meant to hit him or not, she probably wasn't moving very fast when he shot her, because he managed to shoot her through the drivers side open window. Perhaps he shot her as she was about to hit him or afterwards, who knows, but regardless, the officer suffered "some bruising on his legs,", whereas his victim suffered death, not to mention what the child will suffer.

Just my thoughts on it.
