Good point, sasi. She must have been getting pot or something more 'sinister' from a guy in the street. I live in LA. Near the USC campus, which is in the middle of a pretty run-down neighborhood (very ironic considering that it's probably the most expensive university in the country), there are certain streets that are known for being drug-dealer hangouts. The rich kids from USC are famous for basically doing 'drive-through' drug deals. They never even have to get out of the car. They just drive down the street, slow down the car and wait for someone to approach and make an offer.

My guess is that she had been spotted in an area like that and someone tipped off the tabloids. A drug dealer probably set her up and got paid some quick cash to help the tabloid get the shot. Very sleazy stuff.
