Call me a simpleton, but here's how I see the situation:

The gov't can't keep drugs like cocaine and heroin out of "our" (americans) hands, and they're spending an ungodly amount of money trying.

Many many suspicious packages come into customs daily. Some 100% legit, some questionable, and some quite illegal.

If they can't keep the obviously illicit stuff out, with all the money and manpower put behind it, how are they going to stop (& search) everything coming through the mail, much of which may very well be legal an legit mail?

They'd have to increase manpower to an obscene degree just to keep up.

Unless they can fold this into the war on drug(users) budget, it's not going to do much to stop IOPs from figuring out new and exciting ways to get parcels of 90-100 pills into the country.

I've been around this scene for a long time relatively speaking, and at least up until now every tactic the gov't has tried has been quickly circumvented by intelligent and american-customer-money-hungry IOPs.
