We can thank the Nixon administration for this great idea of creating schedules for drugs. Before it was created it took an act of congress to make a substance illegal. But since the scheduling was developed, a substance can merely be placed in a more restrictive schedule rather easily unless those in the chain of prescribing, dispensing and the ultimate consumer raise hell about it.
