The so called war on drugs is a bipartisian project. Has been for years. I don't think Gore would have put a magical end to the war. As long as our beloved children have access to drugs, the war will go on. Sure, the celebrities who get caught with these drugs make it more difficult for all of us but there will always be somebody's unsupervised little darling ordering them on line or buying them on the street and I think that is what hurts us the most, regardless of who is in office.
