The father put them up to it as part of an investigation/sting he was running, the way I understood it.

In general I believe the fault lies with both the parents & the OPs. For the parents, its not a wise idea to let Junior spend hours in a closed bedroom on the PC with no idea what he's doing or who he's talking to.

As for the OPs that approved these (& many others I'm sure) children's requests, its quite obvious that the only things read on the questionnaire are the CC info & the type of drug requested.
