My guess would be that the Valium is being shipped separately...if the USPS opens & repackages a piece of mail (as they have done for me when the pkg/envelope is too damaged to make it to me) there is always a USPS form attached that states that the contents were re-packaged.

I'd try again to get in touch with the IOP you ordered from.
