Two out of three isn't that bad. States can't list drugs *lower* than the DEA schedules. It can happen temporarily when drugs are rescheduled, but the state has to conform.

The C-IV of flunitrazepam is deceiving and the result of Roche's wish to keep this drug the best-selling sleeping pill in the world. U.S. federal law allows for up to three years in prison for possession of "any amount"--so it's not your typical C-IV by any means.
