Thanks for the report you read.
Being outside Professional Conduct and being Illegal are two different things. Personally, I have dealt with Doctors,Pharmacists,Physical Therapists and Attorneys who have operated outside the bounds of Professional Conduct,yet their actions are not deemed illegal within the eyes of the law.
Another double standard in my opinion.
