Your best bet is to go direct to the source. The US Congress has all new bills and laws listed on their sites (www.house.gov and www.senate.gov) and most states have the same thing (try www.state.xx.us where xx is the two letter abbreviation for your state - this works for many states, though some have different naming schemes).
