I beleive the 25 day situation for OP's is allowed because of shipping time - you know to allow an extra few days for them to get to you so you don't run out. My experience with brick and mortar is 30 days. Cash or insurance. However, some mom and pops won't be as strict on it as a chain store. I think it's kind of up to them and since you are a cash customer that may be okay as long as it's not way, way early.
